SPAWAR Releases Performance Scores

“03-PMTO2-3403: During this reporting period, Maxim Systems, their subcontractor, Silicon Space, and their consultants have continued to perform in an outstanding manner, providing superior technical management skills and impressive engineering analysis capabilities for the MUOS program.”
The Naval Warfare Systems Command (SPAWAR) quarterly performance review designated Silicon Space an “Outstanding Performance” score of 96 (out of 100 possible). Silicon Space, as a subcontractor to Maxim Systems, has continued development of PMToolbox, a web-based program management tool including automated CDRL review and document management, for SPAWAR Moblie User Objective System (MUOS) Program. MUOS is a DoD ACAT1 program managed by SPAWAR PMW-146 Satellite and Communication Program Office. Silicon Space documented and finalized the CDRL workflow business processes, approval processes, business rules, inputs, outputs and required CDRL timelines. Silicon Space automated these processes and provided a simple, intuitive user interface, supported by a comprehensive workflow engine. PMToolbox has aided the Program Management Team, Functional Teams, and the Procurement Contracts Officer in managing the entire lifecycle of numerous CDRLs, securely and within a paperless system. This effort has established the ground level infrastructure for all IDE processes for government and contractor IPT use in the MUOS effort. The overall work of Silicon Space continues to be professional, accurate, timely and proactive in meeting the customers’ needs. Silicon Space and Maxim Systems efforts have been fundamental to the success of the MUOS program.
Program Management Team Omnibus (PMTO) Award Fees are based on areas of customer satisfaction; timeliness; responsiveness; quality of deliverables; cost control; extent to which personnel with the appropriate level of experience are assigned to the tasks; extent to which tasks are properly prioritized; ability to reduce expenses by creating efficiencies; ability to create consistency across command; and coordination among the Team Members to assure project success and any other factors deemed relevant by the Evaluation Board in light of the nature of the tasks assigned. For the third consecutive quarter, Silicon Space’s services have been considered to be “innovated and of the highest quality.”
